      This is from a blog. It has 6 sections:

      First decision- do you fight?
      Staying engaged
      Forced to fight
      Acting differently
      Following the rules
      Aggressive action

      In the following the rules section, it says something bad has to happen before the police can take action. Actually, the police can take action if someone threatens harm which is a criminal threat. I have a neighbor who made threats. The police were contacted. She was taken to a mental health facility for 2 weeks, is back and is being evicted. You can read the entire blog.

      The mentally ill neighbor who was taken on a 5150 then later taken to jail has finally been evicted.
